Create a project

Create a project, or return the existing one with the same name (trimmed, case-insensitive) in the organization, so setup can be re-run safely. Runs the same trial, plan-limit and input checks as the dashboard. Requires full access or the `project:write` scope; a project-restricted key is refused.
