Merge idea

Merge a duplicate idea (the path's `idea_id`) into a canonical idea in the same project. Votes move to the target (a voter who backed both counts once), comments move with them, and the source becomes `Duplicate` with `merged_into_id` set to the target. Requires the `idea:write` scope.
